Validating the "FRAMESET" Elements

Accessibility Problem: Frames may present barriers for users of older browser technologies and screen readers if alternative mechanisms for orientation are not provided.

The following dialog is displayed if the FRAMESET element does not have a NOFRAMES element:

If the user selects the 'Help' button on this dialog, then this help text is displayed.
